Guru Gobind Singh ji said these words which was transcribed by Bhatt Vehi who was one of Sri Guru Gobind Singh Ji's poets at Hazoor Sahib. This dohra can be found in Bhai Prahlaad Singh's Rehitnama. Giani Gian Singh included these lines in his "Twarikh Guru Khalsa" and "Panth Parkash". Since then the Guru Granth Sahib has been the Guru of the Sikhs

Sabh Sikhan Ko Hukam Hai Guru Manyo Granth
Guru Granth Ji Manyo Prakat Guran Ki Deh
Jo Prabh Ko Milbo Chahe Khoj Sabad Mein Leh
As was ordained by the Timeless, I established the Panth.
To all Sikhs its ordered to recognize the Granth as your Guru.
