Guru Nanak first used the phrase "Aape Aap Vartadaa" Or "He himself permeates" in a couple of shabads, one in Raag Malhar
and another in Raag Gauri:

Guru Amardas uses this in his Shabad Aape Pritpaala:
At the time of Guru Arjan Dev, Bhai Gurdas explained in detail what this really meant using many different examples in his second Vaar. This vaar has 20 pauris or poems that each end with the phrase "Aape Aap Vartada". This must have been an important topic of discussions. Perhaps a lot of questions were asked about God permeating everything. That's why Bhai Gurdaas has given this concept so much importance.

And falling into water they merge in water and on earth they become earth;

At places it transforms into plants and vegetation, sweet and bitter; at some places they are well adorned with myriad flowers and fruits.

Falling on the banana leaves they transform into cooling camphor.

Mixing with tin, the copper transforms into bronze.

Copper mixed with lead changes pewter, a brittle metal called bharath in the Punjab.

With the touch of the philosopher’s stone, the same copper becomes gold.

When transformed into ashes copper becomes a medicine.

Likewise, though the Lord is omnipresent, yet the effects of the company of man are different over men. Knowing this much, the Lord is eulogised in the holy congregation.

And mixed with red water becomes red;

It turns out to be yellow adding yellow dye;

And with the green becomes pleasure-giving green.

According to the seasons it becomes hot or cold.

Likewise, the Lord God operates to the needs(of creatures). The Guru-oriented (gurmukh) who is full of joy understands this mystery.

With the same ink are written eulogies of the Lord and the clerk writes accounts in his office.

Therefore by living in the company of good persons one engages himself in good deeds.

Only gurmukh realises this fact, that the Lord pervades all around.
